Earlier Facebook had a condition for pages to have a minimum of 25 fans to claim their custom URL’s.
Not anymore! Now you can claim your custom URL, once your Facebook page is created. All you need to do is go to http://www.facebook.com/username/
and choose custom URL’s for your pages.

P.S. Choose your URL carefully because you can’t change your username once you set it.
